PBSC Week in Review
Xi Jinping

 

Dec 12 Xi attended and spoke at the National Party School Work Conference.

Big conference, attended by all PBSC members. Looks to be further sign of Xi shifting locus of control to be more biased towards the Party as opposed to the State. According to Xinhua, “Xi pointed out that the Party schools should become a leading think tank for both government and the CPC, pushing forward generalization and innovation in theories in new era, and deepening research on the country’s major decisions and arrangements as well as hot-button social issues.”

 

  Dec 11 Xi and United State President Barack Obama spoke on the phone.

The two leaders exchanged views on the Paris Climate Conference and China-US bilateral ties.

    Xi appointed new ambassadors.

Rwanda, Slovakia, Georgia, Jamaica, Tajikistan, and Uruguay.

 

    Xi sent a letter of congratulations to Turkmenistan Preident Gurbanguly Berdimuhamedov on the 20th anniversary of the country’s status of permanent neutrality.

 

  Dec 10 Xi held talks with Azerbaijan President Ilham Aliyev.

Signed a memorandum of understanding on construction of the Silk Road Economic Belt; signed a joint statement on developing friendly relations; signed a series of deals in trade, the judiciary, civil aviation, education, transport and energy.

 

  Dec 9 Xi chaired a meeting of the Central Leading Group for Deepening Overall Reform.

Approved plans to merge China’s two medical insurance schemes for urban and rural residents; called for the creation of a medical security net; promised unregistered citizens household registration permits (hukou); made decisions to raise government working efficiency, further opening up the educational sector, step up the judicial system reform and improve the management of police officers; proposed a pilot project for creating centrally-controlled national parks.

 

  Dec 8 Xi sent written instructions on poverty relief.

 

  Dec 6 Xi returned to Beijing.

 

Li Keqiang

 

Dec 12 Li signed a provisional regulation on residence permits.

Migrants will be able to apply for residence permits giving them access to local public services from Jan 1, 2016.

 

    Attended the National Party School Work Conference.

 

  Dec 11 Li met with President of the Italian Senatae Pietro Grasso.

 

  Dec 10 Li met with Azerbaijan President Ilham Aliyev.

 

  Dec 9 Li chaired an executive meeting of the State Council.

The meeting focused on upgrading SOEs, the protection of IPR, discussed a draft amendment to the Securities law, and approved a draft of the Traditional Chinese Medicine Law.

 

    Li attended a meeting of the Central Leading Group for Deepening Overall Reform.

 

  Dec 8 Li sent a written instruction on poverty relief.

 

  Dec 7 Li held a symposium on the compiling of China’s 13th Five-Year-Plan at the National Development and Reform Commission.

Li said the new plan needs to address four deep-seated contradictions: industrial overcapacity, the aging population, fragile social security system, and insufficient public services.

 

Zhang Dejiang Dec 12 Attended the National Party School Work Conference.

 

  Dec 10 Zhang met with Azerbaijan President Ilham Aliyev.

 

  Dec 7 Zhang held talks with President of the Italian Senate Pietro Grasso.
