PBSC Week in Review
Xi Jinping

Jan 16 Xi attended and spoke at the inaugural ceremony of the AIIB.

Full text of his speech (in Chinese).

Impressive that they were able to open the doors so quickly, but bank will have only limited effect on regional economies in short to medium term. First loans not likely before late 2016.

Still can’t believe how badly the Americans botched this one by refusing to join the bank and trying to convince their allies to do the same. Can’t think of a better way to ensure that leaders in Beijing think the US does not welcome China’s rise…

Xi called President of Belarus Alexander Lukashenko to celebrate the successful launch of a communications satellite.

Xi sent a letter of congratulations to the launch of the “Visit China Year” in India.

Jan 12 Xi gave a speech at the opening session of the Central Commission for Discipline Inspection plenum meeting.

The anti-corruption campaign is here to stay. But despite having been prosecuted vigorously for three years, I would argue that Beijing still has little control over local officials.

Jan 11 Xi chaired a meeting of the Central Leading Group for Comprehensively Deepening Reform.

The meeting approved seven documents including guidelines to advance government transparency, help civil servants learn and use laws, reform public institutions that have administrative functions, and reform science and technology associations, as well as a regulation to protect and award whistleblowers in duty-related crimes.

Xi met with the new chiefs of agencies of the CMC.

The four military headquarters (staff, politics, logistics and armaments) have been reorganized into 15 new agencies under the Central Military Commission. The new structure includes three commissions, six general offices and six new departments.

Hard to overestimate the significance of Xi’s reassertion of Party dominance over the PLA.

Li Keqiang

Jan 16 Li addressed the founding conference of the AIIB council.

Jan 15 Li met with president of the European Bank for Reconstruction and Development Suma Chakrabarti.

The visit marks China’s official entry into the bank. They also exchanged views on increasing cooperation on the Belt and Road initiative, production capacity, small- and medium-sized enterprises and industrial restructuring and upgrading.

Jan 13 Li chaired an executive meeting of the State Council.

The meeting discussed issues of simplifying administration, delegating power and lowering the threshold for enterprises to be recognized as high-tech and new technology.

Li chaired a meeting of the State Council Party Leadership Group.

Encouraged leaders to study the spirit of Xi’s speeches and continue anti-corruption practices.
