Apologies for the lack of newsletter last week- work and weddings (and a short holiday) conspired to keep me from publishing. Meantime, it’s been an eventful couple of weeks in Beijing. We’ve had Reform Leading Group and Politburo meetings, an NPC Standing Committee session, two State Council meetings and the big celebration marking the 95th anniversary of the Party. I’ve yet to read through the relevant documents and speeches so will reserve any commentary for now. Brief notes and links to relevant sources are in the calendar below.

Xi Jinping

July 9 Xi sent a congratulatory message to President of Argentina Mauricio Macri to mark the 200th anniversary of Argentina’s independence.

 

President; Chairman of Central Military July 8 Xi chaired a symposium on the economy with officials, economists and businessmen.

 

Commission July 7 Xi met with United Nations Secretary-General Ban Ki-moon.

 

    Xi met with Prime Minister of Papua New Guinea Peter O’Neill.

 

  July 6 Xi sent instructions to the PLA and PAP on supporting flood control and disaster relief efforts.

 

    Xi exchanged congratulatory messages with President Filip Vujanović of Montenegro on occasion of the 10th anniversary of establishing diplomatic relations.

 

  July 5 Xi sent a congratulatory message to the Civil Society 20 meeting held in Qingdao, Shandong.

Said “the Chinese government welcomes the conduct of friendly exchanges and cooperation in China by foreign non-governmental organizations. Efforts are being made to facilitate their operation in China and protect their legitimate rights and interests through creating an enabling legislative environment.”

 

    Xi held talks with Republic of Congo President Denis Sassou Nguesso.

 

    Xi met with Greek Prime Minister Alexis Tsipras.

 

    Xi appointed three new ambassadors.

Ireland, Azerbaijan and Malta.

 

  July 4 Xi sent instructions to a national symposium on SOE reform.

Goal is stronger, better, bigger SOEs.

 

    Xi sent a congratulatory message to the opening of a museum outside Moscow commemorating the Chinese Communist Party’s 6th National Congress held there in 1928.

 

    Xi sent condolences to President of Bangladesh Abdul Hamid over the terrorist attack there.

 

  July 1 Xi spoke at a ceremony commemorating the 95th anniversary of the founding of the Chinese Communist Party.

  June 30 Xi sent a message to Rodrigo Duterte, congratulating him on his inauguration as President of the Philippines.

 

  June 29 Xi met with South Korean Prime Minister Hwang Kyo-ahn.

 

  June 28 Xi chaired a meeting of the Politburo.

Meeting adopted a new regulation on accountability for Party officials. From Xinhua: “Party officials must be held responsible for serious consequences caused by their negligence or poor work performance, which undermines the Party’s governance and harms the people’s interests… In particular, the Party will hold officials accountable for failing to implement Party guidelines and policies as well as reform measures, to make sure the orders of the CPC Central Committee are passed through the ranks and carried out”.

 

    Xi chaired a Politburo study session.

Session focused on Party discipline and rooting out corruption. Secretary General of the Organization Department Gao Xuanmin gave a talk.

Xinhua: “Xi stressed that a serious, healthy and clean political environment within the CPC is crucial to the Party maintaining its vigor, advantages, creativity and unity over the past 95 years and is what distinguishes the CPC from non-Marxist parties.”

 

  June 27 Xi chaired a meeting of the Leading Small Group for Comprehensively Deepening Reform.

Meeting passed seven documents including ones on the NPC, the litigation system, ecological civilization pilot zones, the judicial supervision system and administrative pilots in Hainan.

 

    Xi met with Communist Party of Cuba Politburo member and special envoy of Cuban leader Raul Castro Salvador Valdes Mesa.

July 8 Li met with United Nations Secretary General Ban Ki-moon.

 

  July 7 Li chaired an executive meeting of the State Council.

Meeting focused on improving audits of public finances and promoting public-private partnerships (PPP).

 

  July 6 Li visited flooded areas in Hunan and Hubei.

 

    Li met with Republic of Congo President Denis Sassou Nguesso.

 

    Li exchanged congratulatory messages with Prime Minister Milo Đukanović of Montenegro on the occasion of the 10th anniversary of the establishment of diplomatic relations.

 

  July 5 Li visited flooded areas in Anhui.

 

  July 4 Li sent instructions to a national conference on SOE reforms.

 

    Li sent instructions to a meeting on energy-saving in public institutions.

 

    Li held talks with Greek Prime Minister Alexis Tsipras.

 

    Li attended and spoke at the Greece-China Maritime Cooperation to Fuel Growth Bilateral Business Forum.

 

    Li called Prime Minister of Bangladesh Sheikh Hasina to offer condolences over the terrorist attack there.

 

  July 1 Li chaired a ceremony to commemorate the 95th anniversary of the founding of the Chinese Communist Party.

 

  June 29 Li chaired an executive meeting of the State Council.

Meeting approved in principle the Medium to Long Term Railway Network Development Plan, which will see a further 30,000 km of track added by 2020, of which 10,000 km will be high-speed rail. Meeting also focused on promoting economic growth in old revolutionary base areas in Sichuan and Shaanxi.

 

  June 28 Li held talks with South Korean Prime Minister Hwang Kyo-ahn.

 

    Li met with business executives attending the “Summer Davos” Forum.

Session passed new Asset Appraisal Law; revised the Wild Animal Protection Law; adopted amendments to six laws (on energy conservation, water, flood prevention, occupational disease prevention and treatment, environmental impact assessments and navigation routes) that ease administrative approval for enterprises; ratified an amendment to Annex A to the Stockholm Convention on Persistent Organic Pollutants. Session also reviewed the draft Cybersecurity Law and a draft amendment of the Red Cross Society Law.

 

    Zhang chaired an intergovernmental meeting to discuss implementation of the Food Safety Law.
